CareFirst Names President for National Claims Administrative Services |
| Third-Party Benefits Administrator Serves 50,000 Members in U.S.

BALTIMORE, MD (July 27, 2009) - CareFirst BlueCross BlueShield announced today the appointment of James Dunham as the new President of National Claims Administrative Services (NCAS), the company's Baltimore-based third party benefits administrator (TPA). Dunham, a health care consultant with more than 30 years of private health insurance experience, will join the company Aug. 3. NCAS is a subsidiary of CareFirst.

"Jim has extensive industry experience and understands the needs and priorities of employers in this market. His knowledge, skills and strong customer satisfaction focus will ensure that our clients receive the insight and solutions necessary to address the employee benefit challenges of the 21st century."
With offices in Maryland, Virginia and North Carolina, NCAS serves over 100 client groups and over 50,000 members. By providing access to CareFirst's provider network as well as many other PPO networks across the country, NCAS offers a nationwide option for TPA services, supporting a full range of benefits including medical, dental, vision, FSA and HSA options.
Dunham brings to NCAS a long history in the employee benefits arena with experience in all facets of delivering an integrated health care solution. Most recently, Dunham served as a management consultant for The Robert E. Nolan Company (The Nolan Group), where he specialized in the areas of new business start-up, process redesign, profitability and service turnaround, and mergers and acquisitions. For more than a decade, he has provided strategic and organizational insight to as many as 15 health benefit providers throughout the country - including CareFirst. Prior to The Nolan Group, Mr. Dunham was Vice President of the Major Account Business Unit for the former Trigon BlueCross BlueShield (now Anthem), in Virginia.
