CareFirst BlueCross BlueShield's D.C. Affiliate Elects Four to Board of Trustees

OWINGS MILLS, MD (January 5, 2005) – The Board of Trustees of Group Hospitalization and Medical Services, Inc. (GHMSI), which does business in the Washington, D.C.-area as CareFirst BlueCross BlueShield, and is an affiliate of CareFirst, Inc., has elected four new members to the Board, effective January 1, 2005.

The new Board members are:

Larry D. Bailey, President and CEO of LDB Consulting, Inc., a financial and tax consulting firm.  Bailey began his career 31 years ago as an agent for the Internal Revenue Service.  A Certified Public Accountant (CPA), he subsequently served as a tax partner at KPMG Peat Marwick, and then as a partner at PricewaterhouseCoopers LLP, where his responsibilities included national and international marketing as well as serving as Partner-In-Charge of the Africa Desk for the firm. Bailey, a resident of the District, also serves on the Board of Directors of Broadcap Investment Company (SBIC), and is President of the Black MBA Association as well as an instructor at the Community Wharton Evening Program. 

Elizabeth Lisboa-Farrow is President and CEO of LISBOA, Inc., a multi-media communications, management and production consulting company, which she founded in 1979.  Lisboa-Farrow also served as the Washington representative of the University of the Virgin Islands, as well as Executive Director of the Variety Club, a non-profit international children’s charity.  She has been listed in theWho's Who in America since 1997 and in the Who's Who of American Women since 1983.  Lisboa-Farrow is the immediate Past Chair of the U.S. Hispanic Chamber of Commerce.  She is Vice Chair of the Hispanic College Fund, and is a Board member of both the NEA Foundation for the Improvement of Education and Comcast Cable of Washington, D.C.  Lisboa-Farrow is a resident of the District.

Natalie O. Ludaway, Managing Member of the law firm Leftwich and Ludaway, LLC, started with the firm as an associate in 1986.  With a focus on civil litigation and regulatory matters, including telecommunications, employment and family law.  She has bar memberships in courts in both the District of Columbia and in the Federal Court in Maryland, as well as the U.S. Supreme Court. Ludaway is the Chair of the District of Columbia Chamber of Commerce, as well as the Chair of the D.C. Chamber of Commerce Political Action Committee.  She also serves on the Boards of both the Girl Scout Council of the Nation's Capital and Cultural Tourism D.C.  Ludaway lives in Washington, D.C.

James Wallace, a CPA, founded The Wallace Group, a health care consulting firm, in 1995, upon retiring from a 28-year career at Arthur Andersen, LLC as a senior partner in the firm’s health care practice.  Since 1996, Wallace has also been the interim CEO for the Hospital for Sick Children and AARP Services, Inc., as well as the Chief Financial Officer for Loudoun Healthcare, Inc., George Washington Health Care Plan and the Country of Bermuda Healthcare System. Wallace serves on the Board of Directors for both the Holy Cross Health System and AARP Services, Inc., the for-profit division of AARP.  He is a resident of the District.
