John M. Colmers
John M. Colmers was appointed to the CareFirst, Inc., Board of Directors in January 2004 and serves on the Board's Nominating, and the Mission Oversight Committees. He is also chairman of the Strategic Planning Committee. Colmers also serves on the CareFirst of Maryland, Inc. Board and was elected its chairman effective July 2004.
He is a program officer with the Milbank Memorial Fund, and was formerly executive director of the Maryland Health Care Commission (MHCC), an agency created by the merger of two existing state health regulatory commissions.
MHCC is charged with health care reform activities for the state, the development and adoption of a state health plan, and the compilation and analysis of health care data sets, among other responsibilities.
Prior to the merger, Colmers had been executive director of the Health Care Access and Cost Commission (HCACC), one of the organizations in the merger. HCACC implemented many initiatives, including report cards providing information on the quality and performance of health maintenance organizations and standards for the operation of electronic health networks. He was also executive director of the Health Services Cost Review Commission, overseeing Maryland's all-payer hospital rate-setting system.
Colmers did his undergraduate work at the Johns Hopkins University, received his M.P.H. from the University of North Carolina, and has returned to the John Hopkins University for doctoral study in health services research.
