Solidly Insuring Federal Employees Since 1960

Since the inception of the Federal Employees Health Benefits Program (FEHBP) in 1960, BCBSNCA has provided federal workers with quality, comprehensive health care benefit plans at competitive rates. Today, approximately 43 percent of the federal employees working in Washington, D.C. are covered by BCBSNCA through the Federal Employee Program (FEP). BCBSNCA covers an additional 12,000 federal employees stationed overseas.

As a customer-focused health care services company, we take every opportunity to listen to and respond to the needs of our FEP members. In 1996, for example, BCBSNCA representatives participated in every health fair - more than 280 - offered by federal agencies during the federal government's 1996 open enrollment season. During this four-week period, our representatives contacted more than 42,000 current and prospective federal customers, answering their questions and providing them with information about our plans.

In addition, BCBSNCA "service days" offer a year-round opportunity for direct contact with federal agency health benefit officers and federal employees, providing them with on-site customer service. These customer contacts enable BCBSNCA to keep its finger on the pulse of changing federal health care requirements and members' needs. And part of what we hear the marketplace saying is that it wants choices.

Today, for example, HMOs make up about two-thirds of all FEHBP offerings, with about 45 percent of the federal work force currently enrolled in HMOs. Responding to this shift in demand, BCBSNCA reintroduced its HMO-based product line, CapitalCare, into the FEHBP 1996 open enrollment season offerings. CapitalCare's competitive rates and full spectrum of benefits make it an attractive option for many federal employees. At the same time, BCBSNCA's Preferred Select Provider Network option - with one of the largest provider networks in the Washington metropolitan area - remains extremely popular among federal workers. This option allows those who prefer a wider selection of providers to receive the comprehensive medical care they desire at prices they can afford.

Providing Excellent Customer Service

In addition to choice, service is another hallmark of BCBSNCA. Our FEP members tell us they appreciate the service they receive from us. A 1996 Gallup survey of BCBSNCA FEP subscribers who contacted our customer service representatives found that 93 percent described themselves as "satisfied" to "very satisfied" with BCBSNCA, 98 percent thought our representatives were courteous and 92 percent said that the information we provide is clear and understandable.

Our FEP members also benefit from the fact that BCBSNCA is a part of the BCBS Service Benefit Plan, the largest private health insurance contract in the world. Through this plan, in 1996 BCBSNCA was able to offer its FEP members lower out-of-pocket expenses, additional pharmaceutical mail order centers to accommodate that program's growing popularity, and disease management programs. Through the BCBS Service Benefit Plan, BCBSNCA FEP members also have access to all BCBS providers nationwide, as well as to a Worldwide Assistance Center, with multilingual operators available 24 hours a day.

Our FEP members can rest assured that we will always be there for them. The BCBS Service Benefit Plan is protected by financial reserves maintained by the federal government. The current reserve level is excellent, and the reserves are secure, which adds to BCBSNCA's long term stability and security. In other words, our FEP members are guaranteed that all of their benefits will be there, wherever and whenever they need them.
